In the Bible, God laughs mostly at, not with.
The first instance of laughter in the Bible is the story of Abraham and Sarah and the news that she is to have a son.
God laughs there times in the psalms. Each time God is laughing at evil in derision. Winner examines to role of laughter in protest.
